In a bowl, whisk together the all-purpose flour, baking powder, baking soda, salt, cinnamon, and nutmeg. Set this aside.
In another mixing bowl, beat the eggs until they're bubbly, then mix in the sugar. Add the sour cream and vanilla, stirring until combined.
Gradually add the flour mixture while mixing. Stop when everything is just combined—don't overdo it! The dough will be sticky. Place it on plastic wrap, shape it into a disc, and refrigerate for 1-2 hours.
When you're ready, take the dough out. It’ll be soft and still a bit sticky. On a floured surface, roll it out to about a 10x10 inch square, adding more flour as needed.
