In a medium saucepan, bring water to a boil and season it well with salt. Add the broccoli and blanch for around 2 minutes.
Once blanched, drain the broccoli and chop it finely.
For Preparation:
In a mixing bowl, combine the chopped broccoli with scallions, garlic, cheddar cheese, beaten egg, and bread crumbs. Add Sriracha if desired for extra heat. Mix thoroughly and refrigerate for about 15-20 minutes.
For Baking:
Preheat the oven to 400°F (204°C).
Spray a nonstick baking sheet with cooking spray. Shape the chilled mixture into tots and place them on the sheet.
Bake for 8-9 minutes, then carefully flip the tots and bake for another 8-9 minutes until they turn crispy and golden brown.
