Combine cream cheese, mayonnaise, grated garlic, chopped dill, green onions, salt, and pepper in a bowl until well mixed.
Slice cucumbers thinly using a sharp knife or a mandoline slicer.
Trim the crusts from the bread slices with a knife.
Spread 2 tablespoons of the cream cheese mixture on one slice of bread. Layer with cucumber slices, then sprinkle some dill and a dash of pepper.
On another slice of bread, spread another tablespoon of the cream cheese mixture and place it on top of the cucumber-topped slice, with the cream cheese side facing down.
Repeat these steps for the remaining bread slices.
